I kind of remember similar topic from recent weeks, but cannot remember any resolution...

90% of errors on linux are wrong permissions :-)

Please have a look in selinux or apparmor configuration and check whether that is blocking the access or creating of the pid file.

Did you checked the logfiles? Especially

• audit logs
• secure logs
• zabbix logs

If SELinux is disabled, then it should not interfere. Therefore it would be great to see the logfiles

ERROR - Zabbix Proxy Can't open PID File : Operation not permitted

Analisy

tail -f /var/log/zabbix/zabbix-proxy.log

ERROR - Cannot Create Database

Edit zabbix-proxy.conf

Edit parameter DBName=zabbix_proxy to DBName=/opt/zabbix/zabbix_proxy (If your configuration file is in /etc, then do it in /etc.)
