User doesn't see actions

I've created with a super admin multiple actions.
Two ldap users (both admin role) see different number of actions now.
One sees not a single action, but the user is a member of the user group which will be notificated.
The second user sees a few actions, but not all where the user is a member of the user group which gets notificated.

Any idea what's wrong or what are the relations for actions to users?
