Send multiple email to one user

I am trying to configure the sending of multiple emails to the same user. I was able to configure to send an email when the problem is greater than or equal to average, my question is whether it is possible to send a second or third email if the problem remains in the same state past x hours

Try using the action escalation feature. If the trigger is still in the failed state, Zabbix will be able to resend the email at the specified time interval.
