Triggers don't initiate action to send Telegram media type messages

Zabbix 5.2.3 on Ubuntu 18.04.1 LTS - Bionic

I've set up the Telegram media type with default settings and script. I've created a Telegram bot and added it to a group. When I test the Telegram media type, the test message arrives correctly in the group. I've set up a user to act as the Telegram group interface, and I've given it the Telegram media with 24x7 availability and alerting on all severities. I've set up an action to send a message to the Telegram user, modeled on the action that correctly sends emails to admins every time there's a problem. Everything looks like it should work... but it doesn't. Looking at the action log and the Zabbix server log, Zabbix doesn't even try to send a Telegram message.

I've seen https://www.zabbix.com/forum/zabbix-...n-doesn-t-work and the associated https://www.zabbix.com/forum/zabbix-...egration-guide , but changing to "{ALERT.SENDTO}" doesn't seem to make any difference.

My colleagues and I are stumped. Any help you can offer would be hugely appreciated. I'm happy to provide any further information that might be necessary, just let me know.

That was it, thank you! I was concerned from the start about permissions, so I made the Telegram user an admin... but I noticed only now that the user had no permissions for any host groups. Once I fixed that in user groups, the Telegram messages began to go out. Seems there’s more to administering Zabbix than just throwing new users into pre-made roles or groups; I can see the utility in such granularity, but the defaults threw me off. I have some learning to do.
