IT in the Public Sector: Zabbix Highlights the Benefits of Open Source to Drive Innovation at HDI EXPOGOV

During his participation in the panel "Challenges in Government Service Procurement Today," Luciano Alves, CEO of Zabbix Latam, emphasized how open source monitoring solutions can foster innovation and digital governance in the public sector. The panel was part of HDI Expogov 2025, an event aimed at government managers, held in Brasília.

The panel featured representatives from the Chamber of Deputies, the Public Procurement Portal, and SEGES/MGI. Discussions covered several challenges in the IT sector, such as how, despite advancements in modernizing public procurement, many processes remain stuck in traditional practices. The importance of training and professionalizing the entire procurement process for the public sector was also addressed, as well as the relationship between providers and buyers. On this topic, the CEO of Zabbix Latam stated: 

"Public agencies must keep an open mind to new developments. Technical departments should allow themselves to explore solutions, engage with vendors and partners, and step out of their comfort zones. Innovation in the public sector begins with this curiosity and a willingness to constantly rethink adopted solutions." 

Another topic discussed was the technical and technological challenges in reaching smaller municipalities in Brazil. While digitalization is advancing, greater efforts are still needed.

Some of the proposals and best practices highlighted included: 

  • Institutionalizing post-contract alignment meetings between vendors, managers, and implementers 
  • Discussing the possibility of creating a unified regulatory framework (a decree) to standardize criteria nationwide 
  • Forming multidisciplinary teams to improve procurement outcomes 

A noteworthy point was the reflection on the need for technical training and professionalization in the IT and public sectors: 

"In the public sector, there is still a significant gap: we need to develop technical leaders based on real skills, not just job titles. Leadership should not be granted solely by title, but by management capabilities, strategic vision, and continuous development," emphasized Luciano Alves, CEO of Zabbix Latam. 

The event was attended by more than 250 people and took place at the Royal Tulip Alvorada Theater. Zabbix’s participation reinforces its commitment to supporting digital transformation in government by promoting technological solutions that meet the specific needs of the public sector.
