TimescaleDB 2.29 support

The maximum supported version for TimescaleDB is now 2.29.X.

Runtime control target updates

The list of available runtime control targets in Zabbix server and proxy help messages and manpages has been updated to match the supported process types.

The unsupported discovery worker and preprocessing worker targets have been removed.
